Pseudo-random seeds (foundation for property-based testing)

Synopsis 
randNext : Int -> Pair Int Int

One pseudo-random step: a seed yields an output and the next seed. Pure and deterministic (a splitmix step).

randOut : Int -> Int

The pseudo-random output for a seed.

nextSeed : Int -> Int

A fresh sub-seed derived from a seed (for splitting across sub-values).
